The United States Government, represented by the United States Agency for International Development (USAID) in the Republic of Ecuador, hereby publishes this RFI to solicit Capability Statements from local entities with the capacity of performing the work described in Section III - Statement of Work (SOW).The RFI is restricted to Local Entities as defined in ADS 303.6 Definitions. - Local entity means an individual, a corporation, a nonprofit organization, or another body of persons that (1) is legally organized under the laws of; (2) has as its principal place of business or operations in; and (3) is (A) majority owned by individuals who are citizens or lawful permanent residents of; and (B) managed by a governing body the majority of who are citizens or lawful permanent residents of the Republic of Ecuador.For purposes of this definition, majority-owned and -managed by include, without limitation, beneficiary interests and the power, either directly or indirectly, whether exercised or exercisable, to control the election, appointment, or tenure of the Organization. Important information contained in the APS announcement is not necessarily repeated in this specific Addendum. This activity is authorized under the Foreign Assistance Act of 1961, as amended. Through this Addendum #1 to APS No. 72068524APS00003, USAID/Senegal/SRO is requesting the submission of concept papers focused on Strengthening Information Integrity and Resilience (IIR) in the Sahel. Concept papers should describe a nimble and adaptive approach for supporting key actors in local and regional information ecosystems to be more effective in advancing information integrity and resilience in their local and regional systems. TARGET COUNTRIES: All three objectives of this activity (as outlined under technical focus below) must be addressed in all of the following countries, which fall under the management authority of USAID/Senegal/SRO: Burkina Faso Chad Mauritania Objective 2 under this APS (which relates to strengthening regional networks) may also create opportunities for partner organizations in Cabo Verde, The Gambia, Guinea-Bissau, Mali, Niger, and Senegal based on prior approval from USAID. With this solicitation, BJS seeks to provide funding for the Technical Assistance Program to support activities under the State Justice Statistics Program for Statistical Analysis Centers (SJS-SAC) in FY 2024. The SJS-SAC is designed to maintain and enhance each states capacity to coordinate statistical activities in the state, conduct research on relevant criminal justice issues, and serve as a liaison to help BJS gather data from state agencies.

With this solicitation, BJS seeks to increase the response rate and data quality of the ongoing 2023 Law Enforcement Management and Administrative Statistics (LEMAS) Post-Academy Training and Officer Wellness (PATOW) survey through additional non-response and data quality follow-up activities.

With this solicitation, BJS seeks to administer the Bureau of Justice Statistics Statistical Support Program (BJS-SSP). The primary aim of the BJS-SSP is to provide statistical and methodological support for existing and new data collections. BJS collects, analyzes, publishes, and disseminates information on policing, prosecution, courts, institutional corrections, community supervision, and victimization. The BJS-SSP will support efforts to expand the agencys capacity to collect, analyze, and report criminal justice data, increasing the breadth of substantive issues.

With this solicitation, BJS seeks to provide additional funding to conduct additional development and methodological work in support of the statistical procedures used to generate national estimates of crime based on the FBIs NIBRS. The first set of national estimates based on this new methodology was released in September 2022, marking the first time that NIBRS data will be the sole source of information on crimes known to law enforcement in the United States. This development and methods work will consist of system maintenance activities, additional estimation development, and assessment of data on indicators not included in the Year One estimates.

With this solicitation, BJS seeks to enhance the completeness, automation, and transmittal of records to state and federal systems used by the National Instant Criminal Background Check System (NICS). Eligible states and tribes may receive grant funding to improve the completeness, automation, and transmittal of records to state and federal systems.

With this solicitation, BJS seeks to maximize the utility of the Federal Justice Statistics Program (FJSP) by providing the data and tools needed to support evidence-based analyses for DOJ and other executive, legislative, and judicial branch agencies. This includes expanding the information available through the Federal Criminal Case Processing (FCCPS) query tool and demonstrating new waysespecially through record-linkage toolsthat federal data can be analyzed to develop evidence to support policymaking.

With this solicitation, BJS seeks to fund applications from state Statistical Analysis Centers (SACs) under the fiscal year (FY) 2024 State Justice Statistics (SJS) program. The program supports the collection, analysis, and dissemination of statistical information on crime and criminal justice at the state and local levels.

With this solicitation, BJS will be seeking an applicant to administer the 2024 National Survey of Victim Service Providers (NSVSP). The NSVSP is part of BJSs Victim Services Statistical Research Program, an effort to develop a statistical infrastructure around victim services and address major gaps in our knowledge about the availability and use of services to support victims of crime or abuse. As a follow-up to the 2023 National Census of Victim Service Providers (NCVSP), the NSVSP will collect more detailed information on services provided, staffing, and organizational constraints from a representative sample of victim service providers (VSPs).

OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community. With this solicitation, BJS seeks to collect data on persons who died in the custody of federal law enforcement (LE) agencies in FY 24, FY 25, and FY 26, building on BJSs existing efforts. The data collection will include a web-based interface to allow federal LE agencies to identify all deaths that are arrest-related or that occur in detention or incarceration facilities. This program furthers the DOJs mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

With this solicitation, BJS seeks to reduce violent crime and address gun violence by improving the accuracy, utility, and interstate accessibility of criminal history and related records in support of national record systems and their use for name- and fingerprint-based criminal history background checks. The solicitation for the FY 2024 National Criminal History Improvement Program Supplemental Funding under the Bipartisan Safer Streets Act was released on March 4, 2024. The FY 2024 NICS Act Record Improvement Program solicitation will be released later in FY 2024.
