PROGRAM DESCRIPTION The U.S. Embassy Niamey of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to fortify relations between communities, women civil society leaders, and civilian security forces in Diffa Region. Please follow all instructions below. Priority Region: Diffa Region Program Description and Objectives: In 2021, the Trans-Saharan Counterterrorism Partnership-funded Nallewaro Project created both women-only and mixed-gender civilian-law enforcement networks that successfully integrated women into local conflict management processes. Following the Nallewaro Project closure in 2021, these networks continued to apply rapid-response mediation to intercommunal conflicts that threatened to destabilize violent extremist organization (VEO)-impacted localities in Diffa. As VEO attacks escalate in Diffa Region following the coup detat in July 2023, the Nallewaro women and mixed-gender security networks have continued to facilitate strong collaboration between communities and security forces. The post-coup detat change in regional government leadership, however, has stalled womens integration into government security decision-making structures that would further institutionalize the Nallewaro women and mixed-gender security networks. Prospective projects should respond to the following goal: Women leaders in Diffa Region will increase their participation and institutionalize their leadership in regional and departmental peace and security decision-making by 2026. Prospective projects should reflect a strong strategic vision tailored to new security and political challenges in Diffa Region following the coup detat in July 2023. Prospective projects should build on previous Nallewaro Network activities and work to establish the networks sustainability. Applicants are strongly encouraged against holding new trainings or duplicate activities from previous projects unless there is a newly identified need. Applicants are advised to focus on strategic activities that institutionalize the womens and mixed gender Nallewaro Networks. Possible project activities include: - Rapid assessment of community-civilian security force collaboration and gender inclusion in Diffa Region post-July 2023 - Women-led community security monitoring - Community-civilian security stakeholder dialogues - Public gender inclusion sensitization activities Close collaboration with Nigerien authorities like the Ministry of Interiors Stabilization Unit and the High Authority for the Consolidation of Peace (HACP) as well as other community policing partners in Diffa Region is essential for successful project implementation. The successful applicant will demonstrate a successful track record of gender inclusion in local peacebuilding and will have collaborated previously with national or local Nigerien authorities. Applicants should budget for quarterly meetings of a project advisory group that will ensure coordination with Nigerien authorities and other women, peace, and security implementing partners. Participants and Audiences: The successful applicant will work with the Nallewaro Network in Diffa Region, which has been trained by previous peacebuilding and gender inclusion programs to co-design and implement gender inclusion activities. The successful applicant will build on pre-existing relationships with local and national Nigerien authorities, community leaders, and womens leaders in Diffa Region to manage a broad coalition of partners critical to successful gender inclusion.

PROGRAM DESCRIPTIONThe U.S. Embassy Gaborone of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program which will create a country-wide polling exercise and a comprehensive traditional and social media baseline survey, allowing for better insight into current issues related to the 2024 election process throughout Botswana. Program Objectives: This project will assess Botswanas political participation by addressing the lack of political polling and a media baseline survey. The project will carry out a series of polls throughout Botswana, allowing access to much-needed data on some of the major concerns affecting the election process including youth apathy, the lack of women in government positions, as well as gain insight into how the influence of foreign entities in traditional and social media has influenced voters opinions. The proposed project includes the following activities: Develop and execute a substantial polling initiative to take place in Botswanas largest youth population areas, including Gaborone, Maun, Francistown, Kasane, Palapye, Mahalapye, Serowe, Lobatse, Goodhope, Ghanzi, Jwaneng, Tsabong and Nata leading up to Botswanas national election in October 2024. Conduct a methodologically sound media baseline survey (inclusive of digital and social media) involving Batswana around the country representing different ages, religious, and cultural backgrounds. Provide a media baseline survey report on Batswana media consumption habits (inclusive of digital and social media), and which media outlets are the most influential to various demographics in various areas of the country. Publish a report at the conclusion of the grant outlining the work done to fulfill these objectives and provide statistical feedback on Batswanas views on issues of national importance that the Embassy has identified ahead of time.

The U.S. Embassy Namibia, Public Diplomacy Section (PDS) of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to focus on Media Literacy and Counter Disinformation activities. PDS Windhoek invites proposals for programs that strengthen cultural ties between the United States and Namibia through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. All programs must include an American cultural element, or connection with American expert/s, organization/s, or institution/s in a specific field that will promote increased understanding of U.S. policy and perspectives. The objective of this specific funding opportunity is to improve media literacy, reduce vulnerability to misinformation and disinformation, and/or raise awareness about the importance of media literacy and fact-checking. Proposed projects will work with an audience aged 18 to 50. A. PROGRAM DESCRIPTION The United States is deeply committed to advancing gender equity and equality as a critical element of peace and security. The security and prosperity of the Indo-Pacific region depends on the meaningful integration of women security experts, particularly in the joint cooperation between the United States, Korea, and Japan. To promote this vital cooperation, the U.S. Embassy in Seoul seeks proposals from organizations (preferably Korea-based or in collaboration with a Korea-based organization) to gather five female-identifying experts from both Korea and Japan (a total of ten) to explore the importance of trilateral cooperation in achieving mutual prosperity and security in the region. The selected grantee will coordinate closely with the U.S. embassies in Seoul and Tokyo to design and implement this two-way exchange program to encourage discussion on shared security priorities and effective trilateral engagement. The grantee will also facilitate the publication of any key outcomes following the program, targeting security and foreign policy experts in both countries. Key Themes This program represents the second year of Embassy Seouls Trilateral Women in Security Program (TWIS). While the 2023-2024 iteration of the program focused broadly on trilateral U.S.- Korea-Japan security cooperation, this iteration of the program should promote themes related to trilateral U.S.-Korea- Japan security cooperation on the below issues: o Maritime security. o Critical and emerging technologies: Safeguarding responsible usage of critical and emerging technologies like cyber and space. o AI and Disinformation: Countering the weaponization of Artificial Intelligence and addressing the increasing national security threats posed by foreign information manipulation. Outputs/Outcomes Ten opinion leaders from Korea and Japan will participate in this year-long grant program, including virtual topic-based discussions, exchange activities in Korea and Japan, and the publication of advisory papers and articles detailing lessons learned from the program for secondary audiences. Details/Logistics This is a cooperative agreement. The selected grantee will work closely with U.S. Embassy Seoul and U.S. Embassy Tokyo to develop and manage the program schedule, identify participants, and design on-the-ground exchange activities. The program participants are expected to gather virtually once a month to develop a forward-looking agenda for U.S.-ROK-Japan trilateral cooperation. Program participants should represent women in security, including experts in economic security, emerging technologies, Indo-Pacific Strategy and foreign policy. At the end of the program, participants should draft policy advisory papers, implement press interviews, publish columns in newspapers, and/or conduct public outreach programs to share their findings. The U.S. Embassy to Angola and Sao Tome e Principe in Luanda is pleased to announce the availability of an open competition funding opportunity to carry out a project to empower lawyers, legal professionals, and human rights defenders to advocate for access to justice for vulnerable populations and provide adequate defense in cases of human rights violations, particularly in cases related to freedom of speech and assembly and arbitrary detention of human rights defenders. The project aims to create a unified vision for the legal defense of human rights in Angola. While the law states that all detainees have a right to legal counsel, either chosen by them or appointed by the government on a pro bono basis, legal professionals report that there are an insufficient number of lawyers to handle the volume of criminal cases. This situation is exacerbated for vulnerable populations (women, youth, underrepresented ethnic groups), detainees outside of Luanda, and cases involving sensitive human rights issues. This project should complement and build upon prior and ongoing work in these areas by international organizations, or non-governmental organizations (NGOs), but ideally would seek to meet challenges not currently being addressed by other projects.

PD Ethiopia invites proposals for initiatives that will strengthen the capacity of Ethiopias ten leading universities to transition their governance structures to operate with greater independence from Ministry of Education (MOE) oversight, as defined in University Autonomy Proclamation No. 1294/2023. The program activities should be designed with the ultimate goal of helping these universities to improve the quality of education, enhance academic freedom, and strengthen relations with U.S. universities. All programs must include an American educational element or connection with U.S. experts, organizations, or institutions that will promote increased understanding of U.S. policies, values, and perspectives.Specifically, the proposed initiatives should build upon the success of PDs interventions to date, which have aided Ethiopias flagship research university Addis Ababa University (AAU) - to implement key framework policy documents necessary for its autonomous governance through consultations with U.S. and Ethiopian university experts. Through these prior interventions, AAU has developed its key framework policy documents for its strategic plan, senate legislation, student admissions, internationalization, endowment, and resource mobilization. PDs prior interventions have also included intensive engagements with the next nine leading universities on accreditation and internationalization.The proposed initiatives should provide technical assistance to AAU and the next nine leading public universities via consultations and partnerships with U.S. universities and technical experts.This technical assistance will help the ten Ethiopian universities develop their own key framework policy documents and build their institutional capacity to implement governance reform in key aspects of university administration including student admissions, research administration, faculty development, alumni engagement, internationalization, accreditation of key programs, and financial administration in advance of their 2025 deadline to successfully transition to autonomous governance.

The Public Affairs Section of the U.S. Embassy in Abidjan, Cte d'Ivoire, of the U.S. Department of State announces an open competition for a cooperative agreement to develop and implement a Public Diplomacy Initiative (PD) national workshop on "Unmasking Misinformation through Gaming," to be held in Abidjan, pending the availability of funding. The proposed workshop will focus on introducing existing and aspiring young game developers to the concept of designing games to combat misinformation and equipping them with the technical and narrative skill sets to create compelling interactive experiences. The program should also provide participants with nuanced background knowledge on critical issues related to misinformation that could be highlighted through a gaming medium. Proposals should seek to convene 60-70 skilled gaming industry professionals and game design students for a four-day program comprised of a two-day workshop led by American and local experts on designing games with social messages, followed by a two-day game jam during which participants form teams and conceptualize games that could address pressing misinformation issues in Cte d'Ivoire. Program proposals should also integrate a final pitching competition and budget funding that allows selected games to be developed to completion.

PROGRAM DESCRIPTIONThe U.S. Consulate General in Erbil of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a program to build capacity among social media influencers, journalists, and journalism students in the Iraqi Kurdistan Region (IKR) and Kirkuk governorate. Please follow all instructions below.Priority Region: Iraqi Kurdistan Region. Priority will be given to projects which include audiences from outside the three major cities of Erbil, Duhok and Sulaimani. Program Objectives: The rise of AI-generated disinformation poses significant concerns to the ability of the public and media to fairly and accurately report on current events, given the ability of bots to spread information, and deepfakes to make it extraordinarily difficult to tell truth from fiction putting democracy itself at risk. This program will train 15 social media influencers and 100 newly minted journalists (fewer than 5 years of service) or journalism students on how AI is used to produce and disseminate disinformation, how to recognize disinformation, and how to explain this in clear language to their audiences without scare tactics, in a way that empowers audiences rather than demoralizes them. Influencers should, as a result, create at least two pieces of unique content on disinformation for their audiences; journalists and journalism students should write and publish at least two stories on disinformation. Participants and Audiences:This program envisions two separate trainings: one focused on 15 significant social media influencers (minimum numbers of followers to be determined), and one for 100 journalism students or journalists with fewer than 5 years of service.

The U.S. Embassy Dushanbe Public Diplomacy Section (PDS) is soliciting proposals to manage the English for Journalists Program from accredited non-governmental schools, institutes, teacher training centers, universities, or organizations. Applicants should pay close attention to the Public Diplomacy Sections goals, priority program areas, and target audiences when developing their proposals. Current Situation Problem Statement: English is the most commonly used language on the Internet and in global media. Yet, journalists in Tajikistan generally do not make use of this global resource as their capacity in English language is low. As a result, journalists cannot research stories in English and are not able to access accurate sources of information that will allow them to recognize, respond to, and combat disinformation, misinformation, and propaganda in the news and on the internet. Additionally, many journalists miss out on opportunities to learn skills in high quality field reporting through studying the most prestigious international sources of information, or even adequately cover international stories. Review of Past Projects: The U.S. Embassy in Dushanbe previously supported English for Journalists projects that trained hundreds of journalists and bloggers in professional reporting skills; past projects have increased participants ability to read and write stories in English and strengthened their investigative journalism skills. Projects have also trained journalists in new techniques and approaches to make the transition to digital journalism. Proposed Project Introduction: This funding opportunity seeks to equip journalists with English language skills to access English language news sources, write articles in English, and conduct interviews and reports in English. During this program, journalists will also become familiar with international standards of journalism ethics, and how to recognize, respond to, and combat disinformation, misinformation, and propaganda in the news and on the internet. The Embassy welcomes creative proposals to establish English for Journalists courses that can both boost the English language ability of journalists and improve their reporting and develop their critical thinking and decision-making skills. The program should consist of English language courses for intermediate and upper-level English-speaking journalists, of at least 20 hours per month, with a total of 240 hours of English language instruction over one year. The projects can be implemented in Dushanbe, Khorugh, Khujand, and Kulob. The project should include between 75 and 175 professionals in journalism from private and independent media organizations in Dushanbe, Khorugh, Khujand, and Kulob. Projects that involve higher numbers of journalists with lower costs are encouraged. To be eligible for consideration, the organization must use instructors who can demonstrate relevant teaching experience, with at least three years of experience teaching English to adults. Project Goal: Strengthen the capacity of journalists and content creators in Tajikistan to produce diverse, high-quality media content through English language development. Project Audience(s): The primary target audience for this project is between 75 and 175 Tajik professionals in journalism from private and independent media organizations, including journalists, managers, editors, and translators of media outlets, and social media influencers who demonstrate a commitment to engaging on social issues in English, as demonstrated in published or online work. Participants will have demonstrated English language proficiency: Pre-intermediate A2B1, Intermediate B1, Upper-intermediate B2, Advanced C1C2 Project Objectives: Successful proposals will achieve one or more of the following objectives: Objective 1: Over a 12-month period, participating journalists will improve their English language proficiency, namely their speaking, writing, reading, vocabulary, grammar, and listening skills by at least one standardized level on the CEFR scale, with a specific focus on journalistic language style and terminology. Objective 2: Over a 12-month period, participating journalists will improve their critical thinking, investigative journalism, source evaluation, fact-checking, and media literacy skills by participating in activities with English as the language of instruction. Objective 3: Over a 12-month period, participating journalists will improve their understanding on current trends and best practices in global journalism, specifically in the areas of digital journalism, multimedia storytelling, data journalism, and citizen journalism. Objective 4: Over a 12-month period, Journalists will learn how to recognize, respond to, and combat disinformation, misinformation, and propaganda in the news and on the internet by participating in activities with English as the language of instruction. Objective 5: Over a 12-month period, participating journalists will establish connections with international journalists and media professionals through virtual conferences, webinars, and online forums. Examples of activities include but are not limited to: English language classes for journalists focused on developing speaking, reading, and writing, skills Immersive English language camps for journalists. Lessons or seminars in English that focus on advancing skills specific to journalistic contexts, such as news writing styles, interviewing techniques, and media terminology. The Public Diplomacy Section (PDS) of the U.S. Embassy in Colombo is seeking a local implementing partner to administratively support a four-day Youth Leadership Summit in close consultation with the Embassy, tentatively scheduled for March 2025. The Summit will bring together Youth Forum members representing U.S. Embassy Colombos American Spaces in Kandy, Jaffna, Matara, Batticaloa and Colombos American Center. Approximately 75 Youth Forum Members from across Sri Lanka will participate in a four-day, in-person workshop of skill-building sessions intended to develop the next generation of Sri Lankan youth leaders. In addition, approximately 25 Youth leaders from the South Asian region (nominated by the U.S. Missions to Bangladesh, Bhutan, India, Maldives, Nepal, and Pakistan) may also be invited to participate, pending confirmation of additional funding to support their travel and lodging.
