Having in place a secure and effective system for warning and informing the public of impending natural and man-made disasters is an essential part of America's emergency preparedness. FEMAs Integrated Public Alert Warning System (IPAWS) is the national system for local alerting that provides authenticated emergency and life-saving information to the public. Local radio and TV stations, along with cable, direct broadcast satellite, and wireless service providers disseminate the public safety messages they receive from IPAWS. This grant supports projects that aid in creating and maintaining a resilient public alert and warning system that provides timely and effective warnings, especially including areas that are traditionally underserved by broadcast providers. This public alert and warning system is built on the Common Alerting Protocol standard (CAP) that permits a single CAP compatible message to activate multiple compliant warning systems and a stations ability to maintain continuity of operations during emergencies. The Next Generation Warning System includes all available radio and television technology in the alert and warning ecosystem to expand and enhance emergency information dissemination to the public. The grant is intended to replace aging infrastructure to enhance alerting capabilities, improve resiliency, operational continuity, and security through new technology for qualified rural, tribal, and other stations who support underserved public broadcast audiences. Broadcasters may use funding to replace aging equipment and improve cybersecurity hygiene. This program supports investments that improve resiliency, continuity of broadcast operations, and security of public broadcasting networks and systems. In addition, broadcasters may upgrade to the Advanced Television Systems Committee broadcast standard (ATSC 3.0) or digital radio, allowing broadcasts to reach a greater number of different types of communication devices, incorporating multimedia in alert and warning messaging, and making alerts more accessible. This announcement is designed to accompany PRMs General NGO Guidelines, which contain additional information on PRMs priorities and NGO funding strategy with which selected organizations must comply, unless otherwise specified in this notice of funding opportunity. Please use both the General NGO Guidelines and this announcement to ensure that your submission is in full compliance with PRM requirements and that the proposed activities are in line with PRMs priorities. Submissions that do not reflect the requirements outlined in these guidelines will not be considered. Where there is differing guidance, instructions in this NOFO announcement supersede any divergent guidance in the NGO Guidelines. The Bureau of Population, Refugees, and Migration is seeking proposals from organizations from North, Central and South America as well as the Caribbean to create a technical secretariat to support the implementation of the Los Angeles Declaration on Migration and Protection, a hemispheric international forum that promotes safe, orderly, and humane migration and access to protection in the Western Hemisphere. Implementation includes supporting meetings of the Declaration and working groups (known as Action Package Committees), tracking work completed on governments commitments, advancing work with key stakeholders, and other work as defined below.

The Department of States Office to Monitor and Combat Trafficking in Persons (TIP Office) is pleased to invite organizations to submit Statements of Interest (SOIs) to combat human trafficking outside of the United States. The TIP Office will allocate funding for anti-trafficking projects through an open, two-stage competitive process. In stage one of competition, also known as the SOI stage, applicants are invited to submit four-page SOIs for projects designed to address the TIP Offices 2024 programming priorities in Africa (AF), East Asia and the Pacific (EAP), the Near East and North Africa (NEA), South and Central Asia (SCA), and the Western Hemisphere (WHA). All SOIs selected following a technical and programmatic review will be invited to participate in stage two of the competitive process and submit full proposals. Following a technical and programmatic interagency review, stage two proposals are recommended for funding to the TIP Offices Ambassador-at-Large for final approval. All funding for approved proposals is pending the availability of FY 2024 appropriated funds. The TIP Office anticipates issuing awards for the majority of the priorities identified below in the spring of 2025.

The Fiscal Year (FY) 2024 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMAs focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nations critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP. BWC uses the Trench Safety Grant (TSG) Program to partner with Ohio employers to substantially reduce or eliminate injuries associated with trenching operations. The TSG does not fund equipment purchases for technical rescue operations. The program is available to eligible Ohio employers who wish to purchase the following qualified/allowed items: Shoring: aluminum, hydraulic, or other types of supports to prevent soil movement and cave-ins. Shielding: trench boxes or other types of supports to protect against soil cave-ins. As part of our Safety Grant programming, the TSG Program is available only to Ohio employers that perform trenching and excavating. Eligible employers may receive up to $12,000 for the duration of the TSG Program. This is a 4-to-1 matching grant, which means BWC will provide $4 for every $1 an employer invests in the intervention.
