PROGRAM DESCRIPTION The U.S. Embassy in Ukraine of the U.S. Department of State announces an open competition for Ukrainian and U.S. registered non-profit, non-governmental organizations to submit applications to carry out a program to support entrepreneurship in creative industries. This funding opportunity will help promote business dialogue between the United States and Ukraine and foster innovation to strengthen social sustainable development and economic growth. Priority Region: Ukraine Program Objectives: The U.S. Embassy Kyiv Public Diplomacy Section (PDS) invites Ukrainian and U.S. registered non-profit, non-governmental organizations to apply for funding to support entrepreneurship in creative industries as a dominant social and economic power in the times of crisis. The project should enhance creative business development processes through entrepreneurial approaches, contributing to the overall growth and sustainability of the creative industries. The project should feature U.S. Ukraine collaboration and facilitate networking in creative industries. Applicants are expected to showcase established connections with counterparts in either the U.S. or Ukraine, and to demonstrate active engagement from both sides in the proposed program. It is essential that the program is collaboratively developed and confirmed by both U.S. and Ukrainian counterparts ensuring mutual participation and commitment to the initiative. The proposed project should empower creative industries to adopt entrepreneurial practices through its activities designed to: Foster the development and implementation of collaborative and innovative projects across diverse creative domains, including culinary arts, food and wine. entrepreneurship, urban revitalization, game design, virtual reality, sustainable fashion, and beyond. Promote and increase innovations and leverage technology for advancement in creative industries. Empower representatives from the creative industries with entrepreneurial skills and assist them in developing and implementing effective go-to-market strategies for both financial profitability and social impact within the creative sector. Establish connections between creative industries and business, fostering interdisciplinary collaboration. Facilitate collaboration, networking, and partnerships within and across creative industries in USA and Ukraine. Provide access to domestic and US markets for creative products and services, leading to increased exports and economic growth. Utilize investment opportunities in Ukraine to attract capital, resources, and technology to the country. Funding priorities are: Strengthen U.S.-Ukraine business relations and cultivate a better business environment. Promoting innovation and entrepreneurship in creative industries. Supporting innovation and technological change in creative industries as a comparative advantage in business development. Support entrepreneurship creative industries as a dominant social and economic power. Expanding cultural and business ties between Ukraine and the United States. Collaborative, sustained projects that include innovative elements are preferred, as are projects that target less frequently engaged regions of Ukraine. Applicants must demonstrate their capacity for conducting both in-person and virtual events, providing expertise on innovative and technology topics, reaching youth audiences, and working in a multi-stakeholder environment with Ukrainian and U.S. partners. Applicants must demonstrate how the project drives social cohesion, sustainable development and economic growth, and bring long-term social and economic benefits, especially to local communities. The following types of programs are not eligible for funding: Projects in performing arts, exhibitions, film screenings. Programs related to partisan political activity. Charitable and fundraising activities. Construction. Programs that support religious activities. Lobbying for specific legislation or programs. Scientific research. Programs that duplicate existing programs. Participants and Audiences: The project must be tailored towards Ukrainian audiences, and most project activities supported by the U.S. Embassy grant should take place in Ukraine and incorporate a substantive U.S. component. This program can target youth, entrepreneurs, government, private, and non-profit stakeholders throughout Ukraine and the United States to spur innovation, raise awareness, and ensure sustainability. Taking into consideration current limitations related to bringing Americans to Ukraine, the project can include virtual interaction between participants and stakeholders. B. FEDERAL AWARD INFORMATION Length of performance period: up to twelve months. This timeframe should include time for preparation and wrap-up. Number of awards anticipated: 3-5 awards (dependent on amounts.) Award amounts: awards may range from a minimum of $15,000 to a maximum of $55,000.00. Total available funding: $150,000.00. Type of Funding: FY24 Public Diplomacy Funds. Anticipated start date: projects should start between October 1, 2024, and June 1, 2025. This notice is subject to availability of funding. Funding Instrument Type: Grant, fixed amount award (FAA), or cooperative agreement. Cooperative agreements and some FAAs are different from grants in that bureau/embassy staff are more actively involved in the grant implementation (Substantial Involvement). Examples of substantial involvement may include, but are not limited to: Approving speakers/experts for a program. Approving courses, trainings. Selecting or approving participants. Program Performance Period: Proposed programs should be completed in 12 months or less. The Department of State will entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State. The NEA seeks a Cooperator to manage the Local Arts Agencies National Cohort Program (LAANCP), a new initiative to broaden support to Local Arts Agencies (LAAs) by providing services such as dedicated coaching, virtual programming, access to on-demand resources, in-person convenings, networking, and peer learning activities. The NEAs primary goals for this program are: 1) to build and strengthen a network of LAAs throughout the country and facilitate a multi-dimensional learning community for LAA leaders to exchange strategies and tools to respond to the fields trends and learn from peers and the fields experts; and 2) to offer resources and other assistance to LAAs based on best practices in the field.

The NEA seeks a cooperator to manage the Sound Health Network (SHN), an initiative to promote research and public awareness about the impact of music on health and wellness. Through the renewal of this initiative the NEA connects subject matter experts in the music and health fields with other appropriate entities through collaborative research capacity building, in-person and online convenings, webinars, and workshops, and promoting and distributing publications and other resources to researchers and the general public. The Cooperative Agreement resulting from this Program Solicitation can start no earlier than July 1, 2025, and may extend for up to 24 months. An organization may submit only one proposal under this program solicitation.

Creative Forces: NEA Military Healing Arts Network is an initiative of the National Endowment for the Arts in partnership with the U.S. Departments of Defense and Veterans Affairs. The mission of Creative Forces is to improve the health, well-being, and quality of life for military and veteran populations exposed to trauma, as well as their families and caregivers, by increasing knowledge of and access to clinical creative arts therapies and community arts engagement. The purpose of this program solicitation is to select an organization (Cooperator) to manage the Clinical component of the Creative Forces program (the Clinical Program) through a cooperative agreement. Activities will advance health and well-being at Creative Forces Clinical Sites. The Cooperative Agreement resulting from this program solicitation can start no earlier than March 1, 2025 and may extend for up to 24 months. An organization may submit only one proposal under this program solicitation.

The National Endowment for the Arts (NEA) is proud to support the nations arts sector with grant opportunities so that together we can help everyone live more artful lives. The arts contribute to our individual well-being, the well-being of our communities, and to our local economies. The arts are also crucial to helping us make sense of our circumstances from different perspectives as we emerge from the pandemic and plan for the future. Grants for Arts Projects is our largest grants program for organizations, providing comprehensive and expansive funding opportunities for communities. Through project-based funding, the program supports opportunities for public engagement with the arts and arts education, for the integration of the arts with strategies promoting the health and well-being of people and communities, and for the improvement of overall capacity and capabilities within the arts sector. We welcome applications from a variety of eligible organizations, including first-time applicants; from organizations serving rural, urban, suburban, and tribal communities of all sizes; and from organizations with small, medium, or large operating budgets. An organization may submit only one application under these FY2025 Grants for Arts Projects guidelines. If an organization applies to the Challenge America category, it may not also apply to the Grants for Arts Projects category. The National Endowment for the Arts support of a project may start on or after June 1, 2024. Generally, a period of performance of up to two years is allowed.

The Case Management Pilot Program (CMPP) makes funds available through a solicitation to local governments and/or nonprofits to provide voluntary case management and other services to eligible noncitizens. CMPP funds will be awarded through a competitive solicitation process to eligible subrecipients by the CMPP National Board, chaired by the Officer for Civil Rights and Civil Liberties. CMPP services are to be made available to non-detained eligible noncitizens in geographic locations served by the CMPP. Services can include: mental health services; human trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and for individuals who will be removed, reintegration services. Once awarded, the National Board will release its own solicitation to request applications from local governments and nonprofit organizations to provide CMPP services to eligible noncitizens enrolled in the program.Applicants can submit applications for this funding opportunity through FEMA Grants Outcomes (GO). A. PROGRAM DESCRIPTION The U.S. Embassy Kyiv announces the 2024 Public Diplomacy Small Grants in Strategic Communications to support projects aimed at highlighting the importance of strategic communications and providing the tools to increase the outcome of the latter at the time of crisis, which would assist Ukraine to win the war and win the peace. Collaboration between the United States and Ukrainian organizations is encouraged. Priority Region: Ukraine Program Objectives: The U.S. Embassy Kyiv announces the 2024 Strategic Communications Grants Program (SCGP) to support projects aimed at strengthening capacities in strategic communications planning and delivery among, primarily, government officials and diplomats, as well as active think-tanks. Considering the ongoing war and anticipated challenges of the post-war period, effective communications become more important than ever. Establishing an effective dialogue with relevant audiences based on the principles of democracy and transparency requires a strategic approach to internal and external communications. The projects should be focused on exposing the target audiences to knowledge and developing the skills, necessary to clearly identify and communicate the priority goals, threats, and opportunities. Strategic Communications should be the focus of the projects, as a powerful tool for pursuing specific goals for Ukraine to win the war and win the future: Effectively use diplomatic tools to inform the world about security, humanitarian, and economic conditions, and bring in new international audiences and mechanisms to set the ground for a just and lasting peace. Unite Ukrainians by keeping strong ties with refugees outside Ukraine and reintegrating communities liberated from Russian occupation, internally displaced persons, returning refugees, victims of war-related violence, and veterans. Promote Ukraines strengthening its civil society and democratic and economic institutions and implementing anti-corruption and economic reforms and institutions to achieve sustainable momentum towards Euro-Atlantic integration to win a secure and just future that delivers prosperity for all its citizens. Participants and Audiences: All project activities supported by the U.S. Embassy grant should target Ukrainian professionals who have a strong communication component in their jobs. The target groups for the projects are Ukrainian institutions who have power to shape the official narrative which pragmatically addresses the war and post-war recovery period challenges, needs and plans so that they generate a positive perception in the Ukrainian society and in appropriate audiences abroad. The beneficiaries of the projects may include government officials of various levels (from territorial communities to the country management), diplomats, NGO leaders, media representatives, business leaders and other groups dealing with primary importance issues from military collaboration and war crimes investigation to Ukraine recovery, who need additional skills in planning and delivering messages to appropriate audiences. B. Funding Instrument Type: Grant C. ELIGILIBITY INFORMATION 1. Eligible Applicants Ukrainian and U.S. not-for-profit organizations, including think tanks and civil society/non- governmental organizations (NGOs) and U.S. universities are eligible to apply. U.S. -Ukraine collaboration and partnerships are welcome. 2. Cost Sharing or Matching Cost sharing or matching is encouraged but not required. 3. Other Eligibility Requirements In order to be eligible to receive an award, all organizations must have a Unique Entity Identifier (UEI) number issued via www.SAM.gov as well as a valid registration on www.SAM.gov. Please see Section D.4 for more information. Individuals are not required to have a UEI or be registered in SAM.gov. Applicants are only allowed to submit one proposal per organization. If more than one proposal is submitted from an organization, all proposals from that institution will be considered ineligible for funding. Our Town is the National Endowment for the Arts creative placemaking grants program. Through project-based funding, we support projects that integrate arts, culture, and design activities into efforts that strengthen communities over the long term. Successful Our Town projects demonstrate a specific role for arts, culture, and design as part of strategies for strengthening local communities, ultimately centering equity and laying the groundwork for long-term systems change tailored to community needs and opportunities. All applications are submitted by one organization and require one partner organization. The applicant/partner pair must include 1) a nonprofit organization and 2) a local government or quasi-government entity. Cost share/matching grants range from $25,000 to $150,000, with a minimum cost share/match equal to the grant amount. The Arts Endowments support of a project may start on July 1, 2025, or any time thereafter. A grant period of up to two years is allowed.

A. PROGRAM DESCRIPTION The U.S. Embassy Kyiv / EUR Bureau of the U.S. Department of State announces an open competition for organizations to submit applications for supporting the Mission Ukraine American Spaces Network to help rebuild and restore specific spaces. Please follow all instructions below. Priority Region: Ukraine Program Objectives: The aim of this project is to assist in the restoration of damaged American spaces in Ukraine and to strengthen capacity building and programming at 23 American Spaces. These spaces comprise nine Window on America Centers (American Corners) located in Kropyvnytsky, Kharkiv, Mykolaiv, Mariupol, Slovyansk, Uzhhorod, Vinnytsia, and Zaporizhzhia, and 14 Window on America Centers (affiliated AS) situated in Cherkasy, Chernivtsi, Chernihiv, Dnipro, Ivano-Frankivsk, Kherson, Khmelnytsky, Kyiv, Lutsk, Rivne, Sumy, Ternopil, Zhytomyr and Starobilsk. American Spaces serve as active platforms for educational, cultural, and outreach programs facilitated by the U.S. Embassy in Ukraine. The recipient organization will be responsible for completing a needs assessment of the physical damage done to the entire network of 23 spaces, in cooperation with the Embassy and the network of 23 spaces. restoring any number of those damaged American spaces in Ukraine and enhancing capacity building and programming of the chosen number of spaces. This project seeks to enhance the capacity of American Spaces to deliver quality and innovative programming amidst Russias full-scale invasion and partial occupation of Ukraine, along with intense political and economic pressures. It aims to establish welcoming and technology-equipped American spaces that support Ukraines resilience to disinformation, promote media literacy, advocate for political and economic reforms towards European integration, foster mutual understanding between Ukraine and the United States, and cultivate a more inclusive and cohesive Ukrainian society in response to the Russian-Ukrainian war circumstances. This funding will enable American Spaces to address their basic technology requirements and implement necessary upgrades to facilitate online and offline programs promoting shared Ukrainian and U.S. values, aligning with priority mission goals, and meeting the needs of local communities. Program Objectives: Complete a needs assessment of the entire network to determine the approximate scope of work needed for each space to return to pre-invasion levels of functioning. Restore and renovate any number of damaged American Spaces. After examining the American Spaces network status and needs, the recipient executes renovation of a targeted number of damaged American Spaces;apos; premises paying special attention to their accessibility. Bolster capacity building by establishing welcoming and technology-equipped American Spaces. Replace furniture, make light system/fixture upgrades to make the space flexible enough for online and offline programs, and group after the recipient examines their status and needs. Update signage and appearance of the spaces to clearly demonstrate an American look and feel. Purchase the technical supplies needed to provide effective online and offline programming after the recipient examines their status and needs. Ensure administrative support from the recipient through consultations online and in person, visits, etc. necessary to conduct renovations, replace furniture, make light system/fixture upgrades, update signage and appearance of their spaces, and to use equipment. Ensure each American Space conducts programs on each of the following themes: countering disinformation, skill building including English language skills, Ukraine;apos;s reforms aimed at European integration, civil society initiatives and building a more inclusive and cohesive society, educating audiences on academic and professional exchange opportunities, helping IDP and veteran communities with skill building and psychological support. Strengthen communication and collaboration within the American Spaces network -- America Houses Kyiv, Lviv, and Odesa and Window on America Centers -- by organizing and participating in joint online programs, organizing working visits to explore the best solutions for an American look and feel, and determining technology needs for effective and innovative programming. The U.S. Embassy will be substantially involved in program activities, as this award will be a cooperative agreement. This involvement will include but is not limited to: Guidance on American Spaces mission, policy priorities and strategic planning for program development. Guidance and oversight of America Spaces network development. Approval of American Spaces renovations plans. Approval of major supply purchases, including but not limited to computers, as well as major equipment and furniture purchases. Approval American Spaces communication plans, such as branding/logo changes. Guidance on State Department film licensing and screening agreements. Guidance on State Department data collection and reporting requirements regarding events, participants, and total number of visitors (virtual and in-person) at American Spaces. Provision of access to Overdrive, ELibraryUSA databases, newsletters, and other State department-produced products and activities Approval of any plans for the Recipient to earn income as a result of this award. Participants and Audiences: Intended audiences should vary by program and specific activity. However, in general, the American Spaces are geared toward youth engagement, i.e., Ukrainians aged 15-40. The applicant organization must be able to demonstrate the ability to administer all components of the program as outlined in this solicitation, and in cooperation with the U.S. Embassy in Kyiv. 2. Cost Sharing or Matching Cost sharing is highly encouraged; however, it is not a requirement of an application in response to this funding announcement. 3.
