The Department of State invites applications from U.S. organizations with interest and expertise in conducting research and training to implement programs concerning the countries of Eastern Europe and the independent states of the former Soviet Union. Institutions of higher education or U.S.-based non-profit organizations that meet the provisions outlined in Internal Revenue Code section 26 USC (501) (c) (3) may apply. The purpose of this Notice of Funding Opportunity (NOFO) is to inform potential applicant organizations of programmatic, procedural, and funding information for the annual grant competition for the Program for the Studies of Eastern Europe and the Independent States of the Former Soviet Union (Title VIII). The grantor expects funds appropriated under the Assistance for Europe, Eurasia, and Central Asia (AEECA) heading of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2023 (Div. K, P.L. 117-328) (FY 2023 SFOAA) this funding opportunity. Grantees will receive funds before September 30, 2024. This notice is subject to the availability of funding.Purpose: In the Act, Congress declared its finding that independently verified, factual knowledge about the countries of Eastern Europe and the independent states of the former Soviet Union is critical to the national security of the United States, the furtherance of U.S. national interests in the conduct of foreign relations, and the prudent management of U.S. domestic affairs. Furthermore, Congress found that the development and maintenance of U.S. expertise in these regions depends upon a national capability for advanced research by highly trained specialists. Such specialists constitute a national resource potentially available for service in and out of government. In the Act, Congress also declared that providing a stable and dedicated source of financial support for Title VIII functions, beyond federal, state, local, regional, and private sector funding, is critical to maintaining this important research and training on a long-term, national scale.

The U.S Agency for International Development Mission in Burma (USAID/Burma) is in the process of designing a new activity to strengthen the foundational literacy, numeracy, livelihoods, and life skills of targeted vulnerable youth in Burma, enabling them to become positive change agents as individuals, within their families and communities, and to the benefit of the larger society. Subject to availability of funds, it is anticipated that this activity, entitled All Youth Learning, will be implemented over a period of five years. The United States Agency for International Development in Vietnam (USAID/Vietnam) is seeking applications from qualified entities to implement the "USAID Partnership for Higher Education Reform" activity. The activity aims to modernize the selected universities to support their desire to become world-class institutions. Vietnamese universities historically graduate students steeped in theory, but needing more real-world skills. To drive Vietnam’s continued economic growth, university graduates need to be fully prepared for today’s competitive global economy. In recognition of this, the Government of Vietnam enacted a law in 2018 calling for reforms to higher education. Through the Partnership for Higher Education Reform with Vietnam’s three largest universities and U.S. higher education institutions, the U.S. Agency for International Development (USAID) advances reforms to improve the quality and market-relevance of higher education to drive lasting growth. STRENGTHEN UNIVERSITY GOVERNANCE The partnership establishes robust internal quality assurance systems and modernizes management information systems to improve university governance and operations. IMPROVE ACADEMIC QUALITY The partnership provides faculty training in state-of-the-art course design and digitizing curriculum to increase access to high-quality resources. The partnership also fosters faculty networks across universities to encourage cross-learning and cooperation. STRENGTHEN RESEARCH AND INNOVATION The partnership strengthens research and innovation through faculty exchanges and training, private sector collaboration, visiting scholar programs, conferences and workshops, and aligning research activities to the social and economic needs of the country. IMPACT It is expected that by the end of the project, the three partner universities will become models of modern higher education, equipping more than 200,000 students to thrive in an increasingly competitive global market and drive Vietnam’s socio-economic development. TARGETED LOCALITIES The project partners with Vietnam National University-Hanoi, Vietnam National University-Ho Chi Minh City, and the University of Danang.

The United States Agency for International Development (USAID) is issuing this Annual Program Statement (APS) pursuant to the Foreign Assistance Act (FAA) of 1961, as amended. The Agency will administer any resulting awards in accordance with ADS 303, Parts 200 and 700 of Title 2 of the Code of Federal Regulations (CFR), Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards; Standard Provisions for US/Non-US Organizations; as well as the additional requirements in this APS and any Rounds. The USAID Mission in Afghanistan (USAID/Afghanistan) is pleased to announce this Advancing Higher Education for Afghanistans Development (AHEAD) APS. Through this APS, USAID/Afghanistan announces its desire, through addendum posted to the APS, to fund one or multiple awards to test, adopt, and scale creative or innovative solutions to meet development challenges in the area of higher education. The AHEAD APS is not a Request for Applications (RFA). The APS requests Concept Notes in response to addendum published to this APS. Based on the review of those concept notes led by a USAID team and potential participation in a co-creation process, USAID will determine whether to request a full application from an appropriate partner(s). USAID reserves the right to fund any or none of the concept notes and applications submitted under this APS and its respective addendum. USAID also reserves the right to not conduct a co-creation phase and request full applications from successful Applicants at the Concept Paper stage. The U.S. Department of States Consulate General of the United States in Hyderabad announces an open competition to implement a program, Countering Disinformation Training for Vernacular Language Journalists, in four consular regions and the embassy region. Based on funding availability, this project will provide 20 to 25 journalists in five regional languages of Telugu, Tamil, Marathi, Bengali, and Hindi from media outlets and digital platforms in Hyderabad, Chennai, Mumbai, Kolkata, and New Delhi with 18-month-long, hands-on training in countering disinformation, consulting multiple sources, and utilizing fact checking resources. This project will build skills among local language journalists to verify news, views, photos, and videos prior to release. This project will also help build a network of responsible journalists in India who will advocate for fact checking, and recognize that the need to build audience trust outweighs being first to break the news.
