Federal Transportation Grants

NHTSA is responsible for reducing vehicle-related fatalities and injuries on our nations highways. Over the years, NHTSA has developed a significant body of evidence supporting the effectiveness of certain traffic safety laws, regulations and policies that can reduce traffic crashes. State legislatures effectuate traffic safety policy through enacting laws that aim to reduce fatalities and injuries due to motor vehicle crashes. In addition to other salient information, State legislators benefit from learning about the implementation and effectiveness of other jurisdictions traffic safety laws to provide a foundation to make informed decisions on effective traffic safety policy. Therefore, the tracking of laws, sharing of information regarding effectiveness and outcomes, legislative staff, and transportation stakeholders is critical to the publics safety. Since it is vital that information regarding effective traffic safety laws and legislative trends be available to the groups mentioned above, NHTSA seeks to engage an organization that serves legislators and staffs of the nation's 50 states and territories (hereafter, the term State will include the District of Columbia, Puerto Rico and U.S. territories) to educate members of state legislatures to canvass and review the various state laws addressing traffic safety issues that can form the basis for new or improvements to existing state traffic safety laws. In addition, NHTSA seeks to identify best practices for members of state legislatures to communicate and cooperate both at the intrastate and interstate level to develop effective traffic safety laws. The information gathered, research conducted, and materials created would also be available to stakeholders and the public to benefit a larger understanding of the ways laws at the State level influence overall safety.

Pursuant to the Consolidated Appropriations Act 2024, Pub. L. 118-42, the Federal Railroad Administration is to make available to Amtrak $758,036,398 to cover Operating, Capital, and Debt Service which will be used until December 31, 2026, or until expended. The Small Community Program was established by the Wendell H. Ford Aviation Investment and Reform Act for the 21st Century (Pub. L. No. 106-181), reauthorized by the Vision 100-Century of Aviation Reauthorization Act (Pub. L. No. 108-176), and subsequently reauthorized by the FAA Modernization and Reform Act of 2012 (Pub. L. No. 112-95) as amended, the Disaster Tax Relief and Airport and Airway Extension Act of 2017 (Pub. L. No. 115-63), the FAA Reauthorization Act of 2018 (Pub. L. No. 115-254) (FAA 2018), and the FAA Reauthorization Act of 2024, Pub L. No. 118-63, May 16, 2024 (FAA 2024). The program is codified at 49 U.S.C. 41743. The program is designed to provide financial assistance to small communities to help them enhance their air service. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, and workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.[1] The Department provides this assistance in the form of grants that are disbursed on a reimbursable basis. The Small Community Program is authorized to receive appropriations under 49 U.S.C. 41743(e)(2). Appropriations are provided for this program for award selection in FY 2023 pursuant to the Consolidated Appropriations Act, 2023 (Pub. L. No. 117-328).[2] B. FEDERAL AWARD INFORMATION No more than four communities or consortia of communities, or a combination thereof, from the same State may be selected to participate in the program in any fiscal year. No more than 40 communities or consortia of communities, or a combination thereof, may be selected to participate in the program in each year for which the funds are appropriated. Applications for renewal or supplementation of existing projects are not eligible to compete. Pursuant to the authorities described above, the Department will make up to $12 million available for FY 2023 grant awards to carry out this program. There is no minimum or maximum individual award amount, and the amounts awarded will vary depending upon the features and merits of the selected applications. In past years, the Departments individual grant sizes have ranged from $20,000 to nearly $1.6 million. Funding amounts made available for reimbursement may be impacted by future limitations placed on the spending authority and appropriations enacted for the Department. The Department may, at its discretion, issue partial funding awards up to the level authorized and provided that the above conditions are met. Finally, as more fully discussed in Section E.1.a below, the Department intends to award FY 2023 grants for durations of three years to complete studies, four years for marketing and promotion (including advertising and public relations) of the airport, community, carrier, or destination, and five years for projects that target a revenue guarantee, subsidy, or other financial incentives. .

The purpose of this NOFO is to provide grants on a competitive basis for projects that seek to achieve a reduction in the number of wildlife-vehicle collisions; and improve habitat connectivity for terrestrial and aquatic species (Title 23, United States Code (U.S.C.), Section 171).

This notice announces a funding opportunity and requests grant applications for FHWA's Advanced Digital Construction Management System (ADCMS), Round 2 as provided by Section 13006(a) of the Bipartisan Infrastructure Law, enacted as the Infrastructure Invesment and Jobs Act (Public Law 117-58), whichestablished the ADCMS Program, which is codified at 23, U.S.C. 503(c)(5).Established in Title 23, United States Code (CODE) 503(c)(5). The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS, practices, performance, and benefits.This NOFO will result in the distribution of up to $34 million of Federal funds for combined FYs 2022 and 2023 and up to $17 million of Federal funds each for FY 2024, 2025, and 2026. The Bureau of Indian Affairs (BIA), Office of Justice Services (OJS), Indian Highway Safety Program (IHSP) solicits proposals for implementing traffic safety programs and projects which are designated to reduce the number of traffic crashes, deaths, injuries, and property damage within these populations. Indian Highway Safety Grants are reimbursable grants available to federally recognized Native American Tribes. The Passenger Rail Investment and Improvement Act of 2008 (PRIIA) Section 212 requires establishment of a Northeast Corridor Commission (NEC Commission). The NEC Commission was established to promote mutual cooperation and planning pertaining to the rail operations and related activities of the Northeast Corridor. The statute requires several deliverables, including a statement of goals, recommendations, access costs and a report on Northeast Corridor economic development. The NEC Commission is comprised of 18 voting members, nine of which represent each of the eight states and the District of Columbia, five of which represent the U.S. Department of Transportation, and four of which represent Amtrak.

This notice details the application requirements and procedures to obtain grant funding for projects on the Northeast Corridor (NEC) under the Federal-State Partnership for Intercity Passenger Rail Program for Fiscal Year 2024. The program aims to reduce the State of Good Repair backlog, improve performance, or expand or establish new intercity passenger rail service. Eligible applicants include states, groups of states, interstate compacts, public agencies, political subdivisions, Amtrak, federally recognized Indian tribes, and combinations of these entities. The total funding available is $2,034,420,932, and applications are due by July 15, 2024. The projects must be listed in the 2024 Northeast Corridor Project Inventory and comply with the selection and evaluation criteria outlined in the notice.

The United States Marine Highway Program (USMHP), codified at 46 U.S.C. 55601, was originally established by Section 1121 of the Energy Independence and Security Act of 2007 to reduce landside congestion through the designation of Marine Highway Routes. The USMHP statute authorizes the U.S. Department of Transportation (Department or DOT) to make grants to implement Projects or components of Projects that 1) provide a coordinated and capable alternative to landside transportation; mitigate or relieve landside congestion; promote Marine Highway Transportation; or use vessels documented under 46 U.S.C. chapter 121; and 2) develop, expand, or promote Marine Highway Transportation or shipper use of Marine Highway Transportation.

The Federal Transit Administration (FTA) announces the opportunity to apply for $216 million in competitive grants under the Fiscal Year (FY) 2024 Ferry Service for Rural Communities Program (FSRC) (Federal Assistance Listing #20.532). FSRC makes funding available competitively to assist in the financing of capital, planning, and operating assistance for eligible ferry services. This is a joint Notice of Funding Opportunity (NOFO) and announces the availability of FY 2024 funding for the Passenger Ferry Grant Program (Passenger Ferry Program), Electric or Low-Emitting Ferry Pilot Program (LowNo Ferry Program), and Ferry Service for Rural Communities Program (Rural Ferry Program). All programs can be found under Federal Assistance Listing: 20.532. Federal public transportation law (49 U.S.C. 5307(h)) authorizes FTA to award grants for passenger ferries through a competitive process. The Passenger Ferry Program provides funding to designated recipients and direct recipients under FTA’s Urbanized Area Formula Program, as well as public entities engaged in providing public transportation passenger ferry service in urban areas that are eligible to be direct recipients. Projects funded under the program will improve the condition and quality of existing passenger ferry services, support the establishment of new passenger ferry services, and repair and modernize ferry boats, terminals, and related facilities and equipment. Section 71102 of the Infrastructure Investment and Jobs Act (also called the ‘‘Bipartisan Infrastructure Law’’ or ‘‘BIL’’) (Pub. L. 117–58) authorizes FTA to award grants for electric or lowemitting ferries through a competitive process, as described in this notice. The Low-No Ferry Program is available to any eligible designated or direct recipient of FTA’s Urbanized Area Formula Program or Formula Grants for Rural Areas funding, including States (including territories and Washington, DC), local governmental authorities, and tribal governments. Grants will be awarded under this program for the purchase of electric or low-emitting ferries, the electrification of or other reduction of emissions from existing ferries, and related charging or other fueling infrastructure (for which the applicants will maintain satisfactory continuing control) to reduce emissions or produce zero onboard emissions under normal operation. Section 71103 of the BIL authorizes FTA to award grants for the Rural Ferry Program through a competitive process, as described in this notice. The Rural Ferry Program provides funding for capital, operating, and planning expenses to States and territories for ferry service to rural areas. Applicants to this program are required to have operated ferry public transportation service on a regular schedule at any time during the five-year period from March 1, 2015, to March 1, 2020, and operated at least one route segment of more than 50 sailing (nautical) miles between two rural areas. The Department seeks to fund projects that advance the Departmental priorities of safety, equity, climate and sustainability, workforce development, job quality, and wealth creation as described in the USDOT Strategic Plan, Research, Development and Technology Strategic Plan, and in executive orders.1

The Federal Transit Administration (FTA) announces the opportunity to apply for $51 million in competitive grants under the Fiscal Year (FY) 2024 Passenger Ferry Grant Program (PFG) (Federal Assistance Listing #20.532). Of that amount, $5 million is available only for low or zero-emission ferries or ferries using electric battery or fuel cell components and the infrastructure to support such ferries. As required by Federal public transportation law, funds will be awarded competitively to designated recipients or eligible direct recipients of Urbanized Area Formula funds to support capital projects to improve existing passenger ferry service, establish new ferry service, and repair and modernize ferry boats, terminals, and related facilities and equipment.

The Federal Transit Administration (FTA) announces the opportunity to apply for $49 million in competitive grants under the Fiscal Year (FY) 2024 Electric or Low-Emitting Ferry Pilot Program (ELEF) (Federal Assistance Listing #20.532). ELEF makes funding available competitively to assist in the financing of capital projects for the purchase of electric or low-emitting ferry vessels that reduce emissions by using alternative fuels or on-board energy storage systems and related charging infrastructure to reduce emissions or produce zero onboard emissions under normal operation.

Section 11528 of the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (Pub. L. 117-58, November 15, 2021), established the Pollinator-Friendly Practices on Roadsides and Highway Rights-of-Way Program (Roadside Pollinator Program), codified at 23 U.S.C. 332. This is the first NOFO under this program, and the total amount of funding available in this NOFO is up to $3 million. FHWA will award funding to State DOTs, Indian Tribes, and Federal Land Management Agencies (FLMAs) who are seeking to benefit pollinators on roadsides and highway rights-of-way on routes eligible for Federal-aid.The goals of the Roadside Pollinator Program are to fund the implementation, improvement, or further development of the applicants Pollinator Friendly Practices Plan (Plan) on routes eligible for Federal-aid. The United States has an estimated 3.9 million miles of roadway and suitable roadsides and rights-of-way represent a significant area that can be transformed into pollinator habitat through the planting of native plants and wildflowers. Roadsides can provide habitat for a diverse community of pollinators, including opportunities to forage for feeding, nesting and breeding. Roadsides extend across a variety of landscapes and can support ecological connectivity and the dispersal of pollinators by linking fragmented habitats. By acting as refugia for pollinators in otherwise inhospitable landscapes, roadside habitat can contribute to the maintenance of healthy ecosystems and provision of ecological services such as crop pollination services.The Roadside Pollinator Program is a unique program that has some important differences from other FHWA and DOT discretionary grant programs, including the requirement for an applicant to submit a Plan (23 U.S.C. 332(c) and (d)), the requirement for FHWA to fund all satisfactory applications (23 U.S.C. 332(e)(1)), and the requirement for FHWA to base the amount of all awards on the number of PFPs that the applicant has implemented or plans to implement (23 U.S.C. 332(e)(2)(A)). Due to the unique nature of the Roadside Pollinator Program, FHWA is requiring applicants to use an Application Template.The Roadside Pollinator Program may fund the implementation of pollinator-friendly practices (PFPs) included in a Plan or the improvement or further development of a Plan (23 U.S.C. 332(f)). The total activities to be funded by an applicant with a Roadside Pollinator Program award are referred to as the Roadside Pollinator Project throughout this NOFO.

The Federal Highway Administrations (FHWA) Accelerated Implementation and Deployment of Pavement Technologies (AIDPT) Program was established more than a decade ago under the Moving Ahead for Progress in 21st Century Act (Pub. L. 112-141). Since that time, the program has continued under Fixing Americas Surface Transportation Act (Pub. L. 114-94) and the Bipartisan Infrastructure Law (Pub. L. 117-58). The program encourages highway agencies to adopt and implement new technologies proven to save money, enhance safety, improve performance and quality, increase efficiency, reduce delay, and enhance road user satisfaction.The purpose of this funding opportunity and planned cooperative agreement (Agreement) is to stimulate, facilitate, and expedite the deployment and rapid adoption of new and innovative technologies relating to the design, specification, production, testing, control, construction, investigation, operation, and impacts of concrete pavements. The Agreement will support public agencies by helping to increase the knowledge related to concrete pavements and concrete materials. The proposed project is a cooperative effort between the FHWA and the Recipient to improve the quality and performance of concrete pavements. Products will include, but not be limited to, implementation plans, market analyses, training tools, case studies, reports and analyses, and supporting stakeholder engagement via conference presentations, webinars, workshops, peer exchanges, videos, and technical assistance to public agencies. To accomplish and deliver these products, it is anticipated the Recipient will leverage engaging subject matter experts and make products available and accessible to a wide-ranging audience. This effort will leverage the unique technology capabilities and facilities of the Recipient with FHWAs mission.The goals of this funding opportunity and planned Agreement are to promote the deployment and rapid adoption of new and innovative materials, design and construction procedures, specifications, practices, and methods by which the concrete pavement can realize improved pavement performance and extended pavement life while integrating sustainability.
