Without mitigation actions, we jeopardize our safety, financial security, and self-reliance. As the result of a Presidential Disaster Declaration, FEMA’s Hazard Mitigation Grant Program (HMGP) funds plans and projects that reduce the effects of future natural disasters. In California, these funds are administered by the Cal OES HMGP Unit. Eligible subapplicants include state agencies, local governments, special districts, and some private non-profits. Hazard Mitigation Grant Program (HMGP) Funding Opportunity Cal OES Hazard Mitigation accepts Notice of Interest (NOI) on an ongoing basis for future funding opportunities. The NOI is intended to provide an opportunity for eligible subapplicants to propose well-defined mitigation actions that reduce risk to life and property from future natural hazards. Eligible subapplications that are not initially selected for submission to FEMA will be retained for future consideration when funding becomes available. Eligible Subapplicants include state agencies, local governments, special districts, and Federally-recognized tribes. Sub-applicants must have a FEMA-approved and locally adopted Local Hazard Mitigation Plan (LHMP) to be eligible for project grants. If your agency or jurisdiction does not have a LHMP, you may apply for grant funding to develop one. Single jurisdiction plans are limited to a maximum federal share of $150,000; Multi-jurisdiction plans are limited to a maximum federal share of $250,000. Some private nonprofit organizations are eligible for HMGP funding, consistent with 44 CFR §206.221and 206.434. Private nonprofit organizations are not required to have an LHMP to be eligible, but the County they are located in must meet the LHMP requirement.

NSGP provides support for target hardening and other physical security enhancements to nonprofit organizations that are at high risk of terrorist attack and located within one of the specific UASI-designated eligible urban areas. The program is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies. The Nonprofit Security Grant Program (NSGP) provides funding support for target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attack. The intent is to integrate nonprofit preparedness activities with broader state and local preparedness efforts. It is also designed to promote coordination and collaboration in emergency preparedness activities among public and private community representatives, as well as state and local government agencies.

HSGP is comprised of three interconnected grant programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI) and Operation Stonegarden (OPSG). These risk-based grants assist state, local, tribal and territorial efforts in preventing, protecting against, mitigating, responding to and recovering from acts of terrorism and other threats. HSGP provides grantees with the resources required for implementation of the National Preparedness System and working toward the National Preparedness Goal of a secure and resilient nation. Together, these three grant programs fund a range of preparedness activities, including planning, organization, equipment purchase, training, exercises and management and administration across all core capabilities and mission areas.

The Fire Management Assistance Grant Program is a grant program authorized under the Stafford Act that can reimburse a large portion of the costs to state, local and federally recognized tribal governments for the mitigation, management and control of fires on publicly or privately owned forests or grasslands. The program is authorized when a fire receives a federal fire declaration from the Federal Emergency Management Agency (FEMA). A federal fire declaration may be requested and issued for an uncontrolled fire when a threat of a major disaster exists. The fire declaration process is initiated by the state when an authorized representative submits a request for a federal fire declaration to the FEMA Regional Administrator. These declarations are requested while a fire is burning uncontrolled and threatens to cause enough damage as would warrant a major disaster declaration (under the criteria for either Public Assistance or Individual Assistance). The entire process is accomplished on an expedited basis and a FEMA decision is rendered in a matter of hours. The FMAG Program provides a 75 percent Federal cost share for eligible emergency response and fire suppression costs.

The Emergency Management Performance Grant (EMPG) provides state, local, tribal and territorial emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. The EMPG’s allowable costs support efforts to build and sustain core capabilities across the prevention, protection, mitigation, response and recovery mission areas. The purpose of the EMPG Program is to provide federal grants to states to assist state, local, territorial and tribal governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act), as amended (42 U.S.C. §§ 5121 et seq.) and Section 662 of the Post Katrina Emergency Management Reform Act of 2006, as amended (6 U.S.C. § 762). EMPG provides emergency management agencies with the resources required for implementation of the National Preparedness System and works toward the National Preparedness Goal of a secure and resilient nation. EMPG’s allowable costs support efforts to build and sustain core capabilities across the Prevention, Protection, Mitigation, Response and Recovery mission areas. A portion of each award is passed through to eligible city, county, and tribal emergency management organizations.
