Qualifying Population HOME-ARP NCS units may only be occupied by individuals or families who are fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined by the Department of Housing and Urban Development 24 CFR 5.2003.
