The Small Business Development Center (SBDC) Program is the U.S. Small Business Administrations (SBAs) largest matching grant-funded program providing quality service to the small business community. The SBDC Program has 63 Recipient Organizations - one in each state (with the exception of four regional SBDC networks in Texas and five regional networks in California), the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, and the Northern Mariana Islands. The Recipient Organization is responsible for establishing a Lead Center and a network of partner Service Centers to cover its designated area of service. The SBDC Program links the resources of Federal, state, and local governments with the resources of the educational community and the private sector to provide assistance to the small business community. In partnership with SBAs Office of Small Business Development Centers (OSBDC) and District Offices, SBDCs develop business counseling and training programs, informational tools, and other services that enhance the economic development goals and objectives of SBA, in their respective service areas, and their local funding partners.

Under 15 U.S.C. 649(l), the State Trade Expansion Program (STEP) authorizes the U.S. Small Business Administration (SBA) to make grants to States, and the equivalent thereof, to carry out projects that help develop exports by eligible small business concerns (ESBCs) (as defined in Section 8.1.5). The objective of STEP is to increase (1) the number of U.S. small businesses that export, (2) the dollar value of exports, and (3) the number of U.S. small businesses exploring significant new trade opportunities (as defined in 8.1.15).

The Procurement Technical Assistance Program (PTAP) was established by section 1241 of the Department of Defense (DoD) Authorization Act for Fiscal Year 1985 (Public Law 98-525) to expand the number of businesses capable of participating in government contracts. Procurement professionals at the APEX Accelerators provide critical assistance to businesses seeking to participate in government contracts and most of the assistance they provide is free. B. Program Description/Objective: Award recipients must establish and maintain an APEX Accelerator with physical location(s) to serve as a resource for large and small businesses to obtain procurement technical assistance. Procurement technical assistance means professional, specialized assistance provided to clients that enables them to identify potential contractual opportunities and obtain or perform under contracts, innovation and technology grants, and other DoD-funded instruments, with DoD, other Federal agencies, State and/or local governments, and with Federal, State and/or local government contractors. Clients may include any business pursuing or performing these types of contracts or subcontracts at any tier.
