The United States Embassy in Bosnia and Herzegovina (BiH), through the Public Diplomacy Section (PDS), is pleased to announce a Notice of Funding Opportunity for the BOLD (Balkanski Omladinski Lideri, Young Balkan Leaders) Network Small Grants Competition for BiH BOLD network members. The BOLD network is a project of PDS that seeks to empower young people across BiH, ages 18-35, through leadership opportunities and training, to implement projects for positive change in their communities. The goal of these small grants, up to $15,000 each, is to empower BOLD network members to implement projects in their communities that will contribute to economic development or encourage increased civic engagement. Project proposals must be submitted in the name of one BOLD member who will be responsible for receiving funds and maintaining oversight of those funds. However, that applicant may apply with one or more additional BOLD members and the project may be implemented in partnership with other BOLD network members, organizations, government authorities, or educational institutions.

Executive Summary U.S. Embassy Colombo, in collaboration with the Bureau of South and Central Asian Affairs, Office of Press and Public Diplomacy, invites proposal submissions from U.S. public and private academic, cultural, and exchange-of-persons institutions, and other not-for-profit organizations meeting the provisions described in Internal Revenue Code section 26 USC 501 (c) (3) (see section C. Eligibility Information) for the design and implementation of U.S. and regional workshops for the inaugural cohort of the Young South Asia Leaders Initiative (YSALI). This is an exciting opportunity to inform a new youth leadership initiative at the U.S. Department of State in a dynamic region with a significant youth population. YSALI is a new network, modeled on existing programs like the Young Southeast Asian Leaders Initiative (YSEALI), the Young African Leaders Initiative (YALI), and others, designed to deliver on the Indo-Pacific Strategy (IPS) by building the capacity of young leaders in South Asia. South Asias more than 420million young people will be pivotal to meeting regional and global challenges. YSALIs investment in youth from Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka will help empower young leaders in the region to tackle shared challenges. Background YSALI is a new network conceived by the Bureau of South and Central Asian Affairs, Office of Press and Public Diplomacy in consultation with constituent posts, drawing on best practices from existing State Department networks for young leaders in other regions. SCA intends to build the YSALI network from existing country-specific and regional youth initiatives, offering membership to already identified young people, and moving them up the ladder of engagement with the United States by offering new opportunities and a shared platform for connection. This configuration will help build the network in a controlled growth format. The YSALI themes are: 1) driving prosperity through entrepreneurship, 2)democratic resilience and a vibrant civil society, and 3) regional climate resilience. Project Audience Participants will be undergraduate students, recent graduates, or young professionals aged 18-30 from the seven countries in South Asia (Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka). Mission India will manage the YSALI membership for Bhutan. All programs will be conducted in English and all participants must be able to understand and communicate in English. As needed, the implementer will be required to provide accommodations for Deaf, hard of hearing, and/or visually impaired participants to ensure they are ability to fully participate in workshops. For each individual workshop, the recipient will coordinate with the Bureau of South and Central Asian Affairs, U.S. Embassy Colombo, and the other U.S. embassies in South Asia to recruit and select 80-100 participants from among the pool of YSALI members. For the regional climate resilience workshop, participants should have demonstrated strong community leadership skills, and the drive to make impactful change in their communities. For the civic engagement workshop, participants should have a demonstrated commitment to develop and sustain community projects, and the initiative to promote civic participation and good governance. Participants may not participate in both workshops; each will have a unique cohort of 80-100 participants. YSALI Network Goal YSALI will become a powerful network to advance the vision of a connected, prosperous, secure, and resilient Indo-Pacific by connecting and empowering promising young leaders through the region to tackle shared challenges. YSALI Network Objectives: To connect like-minded young leaders across the region, through participatory workshops and subsequent collaboration across the region via a small grants program. To sustain connections through the creation of a virtual network of emerging leaders. To instill a shared sense of place and identity within the larger Indo-Pacific community. The Public Diplomacy Section (PDS) of the U.S. Embassy in Colombo is seeking a local implementing partner to administratively support a four-day Youth Leadership Summit in close consultation with the Embassy, tentatively scheduled for March 2025. The Public Affairs Section (PAS) sponsors exchanges for emerging and influential voices in politics, democracy, and governance to foster civic leadership, and cross-party cooperation to advance North Macedonias stability, security, and EU accession. Participants, including youth wings of major political parties, political influencers, local officials, political analysts, think-tank representatives, and others, will develop the capacity to address relevant societal issues. The program features periodic bilateral (two-way) exchanges between the USA and North Macedonia and may include peers from neighboring countries like Bulgaria to promote regional stability. The Speaker Program brings dynamic U.S. citizen experts to North Macedonia to engage professional and student audiences throughout the country on topics of strategic importance to the United States and North Macedonia. PROGRAM DESCRIPTION The U.S. Embassy in Conakry announces an open competition for organizations to submit a Statement of Interest (SOI) to carry out innovative, small-scale, community-focused projects aimed at building social cohesion and resilience among at-risk communities in Guinea. Projects should seek to address underlying drivers of violent conflict and violent extremism, such as lack of equitable access to economic opportunity, competition over scarce resources, and identity-based stigmatization or marginalization. Embassy Conakry invites organizations interested in potential funding to submit SOI applications outlining program concepts that reflect these goals. Please carefully follow all instructions below. The Ambassadors Resilience Fund is designed to contribute to the U.S. Strategy to Prevent Conflict and Promote Stability (SPCPS) in Coastal West Africa. The SPCPS seeks to promote peace and prevent violent conflict and violent extremism that risks destabilizing Coastal West Africa (including Guinea, Cote dIvoire, Ghana, Togo, and Benin). It aims to implement a new policy approach that addresses the political drivers of fragility and supports locally driven solutions. The submission of the SOI is the first step in a two-step process. Applicants must first submit a concise one- to three-page statement of interest designed to clearly communicate program idea and objectives. This is not a full proposal. The purpose of the SOI process is to allow applicants to submit program ideas for evaluation prior to the required development of a full proposal application. A. PROGRAM DESCRIPTIONThe U.S. Embassy Mbabane / PEPFAR Coordination Office (PCO) is pleased to announce an open Notification of Funding Opportunity (NOFO) to submit applications that support Community- led Monitoring (CLM) activities to be implemented in close collaboration with local civil society organizations (CSOs), PEPFAR, UNAIDS and the Government of the Kingdom of Eswatini. The PEPFAR Community-led feedback program is funded through the U.S. Presidents Emergency Plan for AIDS Relief (PEPFAR). One of the goals of PEPFAR in Eswatini is to support efforts to achieve HIV epidemic control through implementation of evidence-based interventions to drive progress in HIV prevention, care and treatment and ultimately, save lives. Through the PEPFAR Coordination Office, the U.S. Embassy Eswatini administers the Community Grants Program and is seeking proposals from organizations representing registered local Community-based Organizations (CBOs) whose mission and activities focuses on HIV programming, in order to coordinate the CLF activities. Client experience feedback is key to ensuring availability, access to, and delivery of quality HIV care and services. CLM will empower patients and communities to seek out this information, increase health literacy, expand engagement with health service delivery, support demand creation, and demand accountability from the health system to improve and deliver these services. Client experience feedback data will be collected for HIV services delivery at the facility level. Results from CLM will be analyzed and presented in collaboration between community representatives, providers and facility managers at facility and regional level and in collaboration with stakeholders at the national level to ensure participating with identification of issues and subsequent implementation and monitoring of solutions. This will include developing the dissemination and quality improvement integration plan in collaboration with the MOH with the goal of improving service quality, continuity, and retention.

The recipient will receive significant Public Diplomacy Section input and assistance to ensure the programming under both awards meets U.S. Embassy Dushanbe goals and objectives. Background American Spaces are the premier public diplomacy platform of the U.S. Embassy in Tajikistan that has been strengthening mutual understanding and friendship between the people of Tajikistan and the United States of America for almost 21 years. The eight American Spaces in Tajikistan are located in Bokhtar, Dushanbe, Gharm, Isfara, Khorugh, Khujand, Kulob, and Panjakent and offer English resources and development opportunities to meet interests of diverse audiences, while also serving as gateways for Tajik citizens to learn about American society, culture and education. The American Spaces are well known in the community for their regular English-language activities, such as conversation groups with native speakers, workshops with visiting specialists, and regular presentations by Americans on U.S. life and culture. American Spaces operate based on the global standards of the American Spaces program. These standards mandate that every American Space offer programming in six core areas free of charge for all the participants: 1. English language teaching and learning: Increase English language proficiency and instructional skills of English language learners and English language teachers, particularly for underserved audiences by facilitating a wide range of programs (designed and delivered by American Space coordinators, USG grantees, and volunteer networks) that build the skills of English language teachers and promote English language learning. American Spaces host students/ alumna of different exchange programs to talk about their study, life in the States, sharing tips from their personal experience. They also conduct essay writing clubs and TOEFL sessions for the student who seek opportunity to study in the States. 4. Alumni engagement: Support continuing engagement with alumni of U.S. exchange programs and cultural enrichment programs, connecting them to local audiences by sharing their U.S. experience and expertise to benefit the local communities. 5. Skills Building: Develop skills and increase capacity of the Tajik population to meet global challenges, mitigate crises, increase trade, support inclusive and sustainable economic growth and opportunity and strengthen resilience to economic, technological, environmental and other global challenges. American Spaces continue offering programs to meet interests of diverse audiences in the regions especially by organizing projects that promote English language, innovation, entrepreneurship, environmental protection, and gender equality in STEM, as well as teach skills such as critical thinking and media literacy, resume writing and job promotion, how to launch entrepreneurial or social development projects, how to use makerspace equipment to conduct projects. 6. Strategic Cultural Programs: Foster people-to-people connections, increase understanding and build respect towards the United States with Tajikistan audiences through cultural programs and holiday celebrations, that can include visual and performing arts, film, literature, health, food culture/cuisine, sports, science and technology, volunteerism, makerspace activities, environment, civil society, and entrepreneurship. The American Spaces in Tajikistan also actively partner with international and local organizations to conduct highly impactful programs. Funding Opportunity 1: Operational/Programmatic (PD): Competitive proposals will show a cost-share for space/rent or staffing. Competitive proposals will seek to maintain current Spaces locations or justify proposals to relocate to a new facility. Project Goal: Strengthen relationships, deepen trust, and expand people-to-people exchanges between the United States and Tajikistan. The U.S. Embassy Praia of the U.S. Department of State announces an open competition for organizations to submit applications to carry out a project to enhance Cabo Verdeโs climate resilience and adaptability by implementing comprehensive dune restoration strategies. In addition, the project should amplify awareness of dunesโ ecological significance and encourage sustainable eco-tourism practices, leading to better public policy and reduced coastal flooding. In Cabo Verde, efforts to restore dunes and coastal areas are in their infancy, yet they are critical due to the archipelagoโs unique vulnerabilities to climate change. This project proposes a strategy for dune restoration to counteract the severe implications of environmental degradation, such as sand mining and off-road driving. With projections from the Food and Agricultural Organization indicating that significant tourist zones in Cabo Verde could be submerged by 2070, the urgency for adopting best practices in dune restoration cannot be overstated. Cabo Verdeโs low-lying areas are projected to face increased coastal flooding due to climate change. Sand dunes, which serve as natural barriers against such flooding, are under threat from human activities like sand mining, unregulated tourism, and off-road driving, which has compromised their protective capabilities, especially on the islands of Sal, Boa Vista, Maio, Santiago, and Sao Vicente that have seen the rapid growth of beachfront hotels. Rapid tourism development, while economically beneficial, often overlooks environmental sustainability, leading to habitat degradation and loss of biodiversity, including species like sea turtles that depend on healthy dune ecosystems. Additionally, key actors lack awareness and management capacity to protect and restore these vital areas. Addressing these challenges is imperative for enhancing the ecological resilience of Cabo Verdeโs coastal regions, safeguarding biodiversity, and ensuring the sustainable development of its tourism industry, the largest sector of its economy. By focusing on dune restoration, the project will contribute to climate adaptation, safeguard coastal communities, and promote the conservation of natural resources. Specific benefits include fortifying coastal resilience through natural barrier reinforcement, fostering biodiversity conservation by preserving habitats for key species, and encouraging community-driven sustainability efforts.The project aims to rehabilitate degraded coastal dunes, facilitate access to restored areas for educational purposes, and foster sustainable ecotourism that benefits local communities, stakeholders, and biodiversity. By integrating global restoration practices, this project will not only shield coastlines but also preserve the ecological and economic well-being of the region for future generations. Dune protection and restoration initiatives should be environmentally sustainable and economically beneficial, while also boosting local and tourist awareness of the importance of dunes in climate change adaptation. Given the pilot approach of the project, applicants should explain in their proposals how they would leverage the initial grant to pursue additional funding. The proposed implementation strategy should involve relevant expertise and know-how in the design and implementation phases of the project and include relevant partnerships relevant government entities at the central and local level, with non-governmental, community-based organizations, municipalities, central government departments, and/or other relevant entities. Proposed projects should build monitoring and evaluation - including time-bound milestones for performance/results into the project. Participants and Audiences: Main project beneficiaries are the local populations of the targeted areas. Given the awareness component of the project, it is expected that there may be positive knock-on effects at the national level as more access to information leads to more people benefiting from project implementation than originally planned. Priority Region: Project activities will be implemented in Cabo Verde. Proposals should prioritize high-value tourism sites and specify targeted areas where restoration works could be completed with the available budget and within the anticipated period of performance. Program Goal: By the end of the performance period, the project will strengthen climate resilience and adaptability by completing dune restoration strategies at the selected area and implementing awareness of dunesโ ecological significance and of sustainable eco-tourism practices. Program Objectives: Objective 1: Implement Sustainable Dune Restoration Techniques: Champion the use of evidence-based, sustainable practices to safeguard biodiversity and stop erosion. Objective 2: Integrate Ecotourism: Help drive localized climate adaptation projects promoting the integration of sustainable eco-tourism as an economic development tool. Objective 3: Strengthen Capacity and Awareness: Build local expertise and leadership and heighten awareness of the ecological importance of dunes through educational initiatives, leading to policy change at the central and municipal levels. Expected Results: Expected results of the project must at least include: Result 1: Launch dune restoration techniques, laying the groundwork for subsequent initiatives across Cabo Verde. Result 2: Enhance capacity at local and national levels for executing dune restoration projects. Result 3: Elevate awareness and engagement among the local population regarding the value of coastal dunes to prevent flooding and conserve biodiversity. Main Activities: Detailed activities should be proposed by applicants and include references to partnerships that the applicant will establish with relevant government entities at both the central and local levels, as well as with other stakeholders, These activities should include at minimum: - Forge technical partnerships to ensure successful dune restoration project execution. - Formulate a green belt plan to regulate visitor and vehicular access in crucial dune regions, adhering to best practices. - Design and implement cost-effective dune restoration strategies, not using invasive plants for dune restoration, but prioritizing native species recovery. - Host a workshop for Protected Area managers and conservation groups, imparting knowledge from dune restoration specialists. - With expert assistance, create adaptable protocols and guidelines for initiating dune restoration projects. - Establish an interpretive trail within a restoration site, complete with educational signage detailing the restoration process and its significance.- Produce and distribute an educational video, complemented by social media content, to broaden understanding and support for dune preservation efforts. Performance Indicators: The project should monitor and report on performance indicators that are specific, measurable, achievable, reasonable, and time bound. Applicants should establish, where possible, performance targets for each expected activity and result and include details on sources that will be used to document performance, how the indicators will be measured and frequency of measurement. Applicants shall use and add indicators to the list below and insert it in the proposed application document. Subsequent to the award, periodic reporting of indicators will be required. Adaptation Indicators: - Number of people trained in climate change adaptation supported by the project (USG assistance). - Number of institutions with improved capacity to assess or address climate change risks supported by the project (USG assistance). - Number of people supported by the project (USG assistance) to adapt to the effects of climate change.- Number of people using climate information or implementing risk-reducing actions to improve resilience to climate change as supported by the project (USG assistance) Key indicators: - Number of hectares with improved management. - Area of land or habitat under restoration in hectares. - Number of people with improved capacity. - Number of information panels placed informing about the restoration project. FEDERAL AWARD INFORMATIONOrganizations can only submit one application in response to the NOFO. The Embassy may: (a) reject any or all applications, (b) accept an application other than the lowest cost application, or (c) waive informalities and minor irregularities in applications received. The Embassy may make the award on the basis of initial applications received, without discussions or negotiations. Therefore, each initial application should contain the applicants best terms from a cost and technical standpoint.
